Many people are looking to buy a property in Phuket, Thailand's richest province and considered the jewel in the crown of the country’s tourism industry. The average price of properties in Phuket is also lower than many other popular places. It is 16.72% cheaper compared to Bangkok, 25.28% cheaper compared to Liverpool, 32.98% cheaper compared to Adelaide, and an astounding 53.90% cheaper compared to New York.

Moreover, the cost of living in Phuket is very low. In fact, in its article entitled “Paradise Found: Where to Retire Abroad”, Fortune magazine named Phuket as one of the five best places people can retire to, "qfhere you can still live like a king on your savings".

How to Buy a Property in Phuket

While the Land Code of Thailand prohibits foreign nationals from owning and improving land in the country, they are allowed to buy a house or villa in Phuket in one of two ways:

Procedure #1 – Through a long-term contract with leasehold

Under a leasehold contract, buyers can utilize lease contract deals that cover a term of 30 years, and this contract can be renewed or extended by up to two times. During that time frame, foreign nationals are considered owners of the freehold. All in all, the property can be held by a foreign national for up to 90 years.

Keep in mind, though, that a foreign national cannot claim ownership of the property once the contract period is over. This is because the material asset will be removed from the said estate.

Procedure #2 – Using a company with limited liability

There is another option for foreign nationals who want to buy a property in Thailand’s largest island. Called a freehold, this procedure of buying a property in Phuket or anywhere else in Thailand is obviously more suited for those who have higher financial resources.

Here, the foreign national has to establish a limited liability company in Thailand, which will possess the freehold land that’s registered under the company name. With one of the company’s owners or investors entitled to up to 49 percent, two or more foreign shareholders are allowed. The foreign national will serve as the company’s managing director and hold authority over voting and other shares, along with complete control of the purchased property.

Outlook of The Property Market in Phuket

The Thai government recently implemented strategies to boost tourism in Phuket. Last July 1, it launched the Phuket Sandbox program: Phuket started serving as a quarantine area for foreign tourists who were fully vaccinated and received negative results in their swab test. (As a matter of fact, the country also launched similar programs for the islands of Koh Samui, Koh Tao, and Koh Pha Ngan on July 15, which was called ‘Samui Plus’.) If the tourists continued to test negative for COVID-19 for seven days, they were permitted to travel to a few specific islands. If they still test negative after 14 days, they could then move around the country as they please.

Around three months into the campaign, roughly 41,000 tourists have entered Phuket, way below the government’s target of 100,000 in the first 90 days (and a stark contrast to the roughly 10 million foreign visitors in 2019). Regardless, it was a good start and it sparked hope among the Thai people, particularly the residents of Phuket who were greatly affected by the decline in tourists.

More recently, on October 1, the Thai government amended the campaign to shorten the maximum required stay on the island (from 14 to seven days). In addition, only two COVID-19 tests will now be performed in that week, and they now welcome vaccinated tourists from anywhere in the world, not just 'low-risk' areas.

Last but not the least, as testament to the value that the country places on the island, the government prioritized inoculation of residents in Phuket (as well as Koh Samui, another famous tourist island) to help its economy reopen. In spite of Thailand’s low supply of vaccines, more than 83 percent of Phuket’s population is now fully vaccinated. The government also started administering modified-dose booster shots of the Astra-Zeneca vaccine to residents who received Sinovac (which is said to be less effective against the currently raging Delta variant).
